Rockets don't need protection from meteors. Build the base out of bunker tiles. While building them, well your stairs will get damaged, disable autorepair and live with it. Yes it's going to be annoying because AFAIK there's not way to copy that setting. Dig regolith away when building but once rockets start moving they destroy it.

As u/wallmartballer said MOC can tank the most rockets, but imo it is not the "most immune" to rockets because it's obviously big and cumbersome and an easy target, so anyone persistant enough will get you. In my experience the vehicle (s) which do the best job of evading rockets are Imani Tech cars.

Rockets are more of a niche weapon that I don't really use at all, but IIRC the regular rockets do more single target damage (better for clearing nests) while the explosive rockets do more splash damage (better for clearing biter waves).
