Rockets are launched straight upwards because that is the most efficient route out of Earth's gravitational field. Could a rocket fly sideways, climb, and then shoot out of the atmosphere from a higher vantage point? Sure, but that would require a lot more fuel, and thus would be less efficient.

Regarding fuses, they stack multiplicatively with rockets. If you have enough TT to mass produce fuses then 1 fuse:1rocket is a good ratio. I believe the formula is something like machine base rate * (applicable rocket count * 10) * (seed multiplier + (fuse multiplier * 25))
